Frank Liu (刘方毅), born in December 1970, studied abroad in the United States in 1989 and majored in Electrical Engineering at the University of California. He is the founder and Chairman of two publicly listed companies: INTCO Medical and INTCO Recycling.

Frank Liu currently holds several prominent positions in key industry associations, including:

Since the early 1990s, Frank Liu has been engaged in international trade of protective products such as disposable gloves and healthcare products like wheelchairs, amassing over 30 years of experience in the field. Before founding INTCO Medical, he worked in the glove industry in the U.S., where he demonstrated deep insight into industry trends, outstanding results in major account development, and strong strategic execution—all of which have fueled the growth of his companies.
