Virgil Nae
With 27 years of professional experience, including 18 years with the European Investment Bank (EIB), Virgil Nae brings extensive operational and institutional expertise acquired through managerial responsibilities at EIB headquarters in Luxembourg and in external offices in China, Mongolia and Russia. His work has combined financial operations with a sustained focus on governance, internal controls, and the management of international stakeholder relations.
Starting on 16 October 2025, Mr. Nae assumed the role of Head of the EIB Group Office in the United Kingdom and Alternate Director for the EIB at the EBRD. He previously served as Head of Division for Coordination in the Finance Directorate at EIB headquarters in Luxembourg, where he oversaw institution-wide initiatives, including the issuance of the EIB’s first bond under the new Green Bond Standard, first-line compliance for capital markets and treasury operations, and the strengthening of internal control and assurance frameworks.
From 2015 to 2018, Mr. Nae represented the EIB in China and Mongolia, engaging with government institutions, public authorities, multilateral financial institutions, and other key stakeholders. Between 2013 and 2015, he was Head of the EIB Representation in the Russian Federation and the Bank’s Representative to the Northern Dimension Environmental and Transport & Logistics Partnerships.
Earlier at the EIB, he established and managed the Liquidity Planning Unit supporting borrowing and treasury operations and contributed to financial policies and coordination functions.
As EIB representative, Mr. Nae participated in international conferences and policy fora, contributing on topics including private sector development, energy efficiency, and sustainable finance. Before joining the EIB in 2007, Mr. Nae worked for five years at the Black Sea Trade and Development Bank in Thessaloniki, Greece, and previously held corporate finance roles in the Romanian private sector.
Mr. Nae holds an MBA and an MSc in Finance (both with distinction) from the University of Strathclyde, and is fluent in English, French, and Romanian.
